Misson Oriented Observational Perspectives (MOOP) focuses on deterring war, resolving conflict, promoting peace, and
supporting civil authorities in response to domestic crises. MOOP may involve elements of both combat and noncombat operations in peacetime, conflict, and war situations. MOOP involving combat, such as peace enforcement, may have many of the same characteristics of war, including active combat operations and employment of most combat capabilities. All military operations are driven by political considerations. However, MOOP are more sensitive to such considerations due to the overriding goal to prevent, preempt, or limit potential hostilities. In MOOP, political considerations permeate all levels and the military may not be the primary player. As a result, these operations normally have more restrictive rules of engagement (ROE) than in war. As in war, the goal is to achieve national objectives as quickly as possible and conclude military operations on terms favorable to the United States and its allies. However, the purposes of conducting MOOP may be multiple, with the relative importance or hierarchy of such purposes changing or unclear; for example, to deter potential aggressors, protect national interests, support the United Nations or other regional organizations, satisfy treaty obligations, support civil authorities, or provide humanitarian assistance. As a member of the Geocaching World (GEOCW), It is your obligation to help MOOP focuses on deterring war, resolving conflict, promoting peace, and supporting civil authorities in response to domestic crises. Read the following SALUTE report and implement it into a revised ROG. Let it be known that upon accepting this mission you understand that this will not be easy.
