It may be difficult extracting this undetected in an area of potentially high muggle activity, though experienced cachers should not have any trouble with this one. Watch out for bicyclists and rollerbladers, especially on the weekends. They may pass you at a high rate of speed, but they are generally good about announcing their approach. The cache is at a narrow point, so if you are not on foot, please consider parking your bicycle or other vehicle nearby and walking the very short distance to the cache to avoid obstructing the trail.
I don't care what your GPS says, the cache is not in the middle of Linebaugh Avenue. It is on the Upper Tampa Bay Trail. The trail is accessible on foot from Linebaugh, but I'm not sure where you can safely/legally park on that road, and you do so at your own risk. You can park during trail hours (dawn to dusk) at the Wilsky trailhead to the northeast and (slightly further away) the Waters Avenue trailhead near the YMCA to the southwest. Last time I visited there was a $2 charge for trailhead parking. From either trailhead you will pass other, more interesting caches on the way to this one. Please visit them.
