This one is fairly simple. The cache is at the obvious (nearby) location in the picture above. So first, you need to find the web cam above on line. Then find the physical location of the web cam. Then notice the obvious cache location that you saw in the picture, and find the cache there.
The cache is a black, fat bison tube. Should be easy, right? And notice how the picture is of a bright, sunny day, so it should be easy to recognize landmarks.
Don't even think about stopping on the freeway. You can't reach the cache from there. Please hide the cache as well or better than you found it.
