zoester: Not sure what is happening but it part of the shining light is no longer in tact. I'm going to archive this one and, if the city does the necessary repairs, I'll create a new one.

The cache is not stuck, keep looking, there is a second one there with a log you can sign!!

Easy smiley just outside a beautiful park in downtown Atlanta.

The Shining Light Award was established in 1963 by Atlanta Gas Light and News/Talk 750 WSB Radio. Each year the award recognizes a Georgian who has been an inspiration to the lives of others through service to humanity. A gas lamp and plaque is installed in their honor at a site of their choice.

This is a nano (BYOP) placed in a high muggle area, but shouldn't be too difficult to grab with some stealth. Please replace it as you found it so that it looks like it belongs there. 

Wheelchair accessible, but you can't reach it sitting down.
