Cache on Capricorn Mystery Cache

The cache is not at the above coordinates, though the longitude is correct.
While there is nothing real special at the cache location, it is special as it lies on the 'Tropic of Capricorn'...OK at least very close too it, and a lot closer than most of the local monuments. The problem is - what latitude does the Tropic of Capricorn lie on?
While the Tropic lines delineate the earth's temperate zones, what they really do is define the sun's maximum ascensions ... or the limiting latitudes where the sun appears to pass directly overhead during the summer months. So, what is the latitude of the Tropic of Capricorn? You would think it would be clear enough having been fixed by astronomical observations, yet many references appear to quote a wide range of values.
Rockhampton has always proclaimed to be on the Tropic line, and there are a number of monuments around town citing as much. But even the huge monument outside the Tourist Information centre on the Southside of town, cites that it is S23.27.30, yet even this monument doesn't occupy that position.
The cache lies on what I have been taught and believe to be the right value (or very close to it). A reference search should narrow down the number of possible latitudes, and as stated previously, whilst the latitude is unknown, the listed longitude for the cache is correct. So have fun running that meridian.
Some clues...
- the range of values I got was between S23 26.000 and S23 30.000 (& the cache is no where near this value).
- there is another 'OLD' monument to the tropic near bye
