Team Yofa: Time to put this one to rest. Solution: Tally mark groupings were digits of base 8. For the least significant digits of the North, the first row gives 15434066 base 8 which converted to base 16 gives three bytes 0x36 0x38 0x36 which in ascii are "686". Same process for the West. Not a great puzzle, so time to archive it.
