This is a continuation of "Sherwin is Dead" (GC31646). You do not have to find that cache in order to find this one, but it may be to your benefit to solve it first!
This is The Mystery of Sherwin Wylliams.
After finding and decrypting the evidence found in the marijuana farm, the detectives went to the location they found on said evidence. Nothing of interest was found.
They decided to do a background check on all parties involved in this case: Ms. Uberumble, the guy that sold Sherwin Wylliams the paint, and all the staff at Burger Queen.
Ms. Uberumble came back as clear: she was not a threat. The paint guy had a history of snuffing his products, but no big deal for this case. The owner of Norphorc's Burger Queen franchise had a thick history of drugs: taking, dealing, selling, growing, making, and whatever else. There was also one instance of attempted homicide, but he was drunk then, so the detective didn't think that mattered. The cooks at Burger Queen didn't have any reason to worry. Ruben Schmetterling--the cashier that took Wylliams's order the morning of June 6--also had a clean history.
Because the detectives were at a loss, they decided to find out more about Schmetterling because he was the last known person to have contact with Wylliams. Schmetterling lives in a small community about 20 miles east of Norphorc called Pliger. The detectives came to his door on June 17.
A short interview was had over a cup of tea. The detectives asked only a few questions of Schmetterling. They realized that it couldn't have been him.
As they were about to leave, one detective commented on the excellent paint job in Schmetterling's living room. Ruben commented that it was indeed Sherwin Wylliams that painted that room five years ago. The house was his mother's then, and she had always dreamed of bright green polka dots on a turquoise background.
This conversation reminded Schmetterling of the interesting tip that Wylliams gave him. Wylliams always gave him a dollar tip every other visit to Burger Queen. After further examination of the most recent dollar, Schmetterling found some interesting markings and jumbled letters on it. He gave it to the detectives as evidence.

It is now up to you to decode the bill. Will we find out who killed Sherwin Wylliams this time??
