This cache has been confirmed as missing and it is p[laced in a reputed problem area that is being used as a drug drop area.

I always see people making giant, incomprehensible descriptions, that I am pretty sure nobody reads anyways. So, I'll make it short; The cache is right beside the river, at ground level. You don't need to climb to find it.
