This nice seaside area here is notorious for the fact that there was such a "war" between developers and local residents over the area for years and the saga even made it to the foreign media, but it didn't stop there.
The Kalasadama architectural detail plan, which was processed for more than 12 years in total, is a development that has received unprecedented public interest in the context of Tallinn. When the plan (a typical Pro Kapital boom-time development plan with 400 apartments up to five-story apartment buildings and a marina) was first unveiled in 2008, it met with a lot of opposition from local residents.
The local people were used to using the former industrial and military area in private hands, which had been unused for a long time as a wasteland, as they wished - going there for a walk, to the beach, swimming, organizing parties, sauna trips and other events, and they wanted the area to remain largely in public use and the sandy beach would certainly remain.
What followed was a years-long heated dispute between the developer, the city planning board and local residents over the precise content of the architectural detail plan. In the meantime, the gate leading to Kalaranda was closed, and when the construction of Kalaranna Street began, the route of the Culture Kilometer was also closed to the public by the road builders. The developer wanted to enclose the entire area with a fence, and by renaming the area a harbor, they built a high fence without a foundation (to avoid the requirement for a building permit) to prevent people from accessing here.
As a result of new long (court) disputes, almost a year later access gates were made to the temporary fence for local people and it was decided that the sandy beach should still remain. The Beta promenade was built and people were able to go to the seaside again.
Beta Promenade was one of the winning projects of the Sea Culture Year 2016 idea collection, which is the beta version of the promenade, i.e. an intermediate stage before the completion of the final seaside promenade. As a result of the joint initiative of the City Lab and Noblessner, Beta Promenade, which opened on July 12, 2016, opened all the gates that blocked the passage until now, from the City Hall, from Kalaturu to Noblessner. It was actually just an existing marked footpath along the seashore. It was turned into a beta promenade by opening the gates, filling in a previously impassable part of the existing, sometimes rough and behind-the-fence footpath, and opening an old gate hole in the Patarei fort wall right here near the cache.
6 years later, on July 22, 2022, the restored section of Beta Promenade on the Kalaranna side was opened, which has now been renamed Kalaranna Promenade. Construction is also underway and the second end of the Beta Promenade - the Noblessner side - has already been partially fixed. Come for a walk on the Beta promenade and find a cache too!

Kalasadama planeering, mida menetleti kokku üle 12 aasta, on Tallinna kontekstis enneolematult suurt avalikku huvi pälvinud arendus. Kui 2008. aastal planeering (Pro Kapitali tüüpiline buumiaegne arendusplaan 400 korteriga kuni viiekorruselised kortermajad ja jahisadam) esimest korda avalikustati, kohtas see kohalike elanike poolt väga suurt vastuseisu.
Kohalikud inimesed olid harjunud erakätes olevat kunagist tööstus- ja militaarala, mis pikalt kasutuseta tühermaana oli seisnud, omatahtsi kasutama - käies seal jalutamas, rannas, ujumas, korraldades pidusid, saunaskäike ja muid üritusi ning soovisid, et ala jääks ka edaspidi suures osas avalikku kasutusse ja kindlasti alles jääks ka liivarand.
Järgnes aastatepikkune tuline vaidlus arendaja, linnaplaneerimisameti ja kohalike elanike vahel planeeringu täpsema sisu üle. Vahepeal Kalaranda viiv värav suleti ning kui algas Kalaranna tänava ehitus, siis suleti ka Kultuurikilomeetri trass avalikkusele tee-ehitajate poolt. Arendaja omaltpoolt soovis üldse kogu ala aiaga piirata ning nimetades maa-ala ümber sadamaks, ehitaski ilma vundamendita (pääseda ehitusloa nõudest) kõrge tara, et takistada inimeste juurdepääsu.
Uute pikkade (kohtu) vaidluste tulemusena tehti ligi aasta hiljem ajutisse piirdeaeda ligipääsuväravad kohalikele inimestele ja otsustati, et liivarand peaks ikkagi alles jääma. Rajati Beetapromenaad ja inimesed pääsesid taas mere äärde.
Beetapromenaad oli Merekultuuriaasta 2016 ideekorje üks võiduprojektidest, mis on promenaadi beetaversioon ehk vaheetapp enne lõpliku mereäärse promenaadi valmimist. Linnalabori ja Noblessneri ühise algatuse tulemusel 12. juuli 2016 avatud Beetapromenaad avas kõik seni läbipääsu tõkestanud väravad alates Linnahalli juurest Kalaturust kuni Noblessnerini. See kujutas endast tegelikult vaid olemasolevat märgistatud jalgrada mööda mereäärt. Beetapromenaadiks muutis selle väravate avamine, olemasoleva kohati konarliku ja tarataguse jalgtee ühe varem läbimatu maajupi täitmine ja Patarei kindluse müüri vana väravaaugu avamine siinsamas aarde lähedal.
6 aastat hiljem 22.juuli 2022 avati kordatehtud Beetapromenaadi Kalaranna poolne lõik, mis nüüd on ümber nimetatud Kalaranna promenaadiks. Samuti käib ehitus ja on juba osaliselt korda tehtud Beetapromenaadi teine - Noblessneri poolne ots. Tule Beetabromenaadile jalutama ja otsi ka aare üles!
