Mitmed elamukvartalid vanalinnas said uue ilme ja Tallinnast Narva poole väljuv maantee ehitati osaliselt neljarealiseks.
Pirital asuvale 193 000 m⊃2; suurusele maa-alale projekteeriti spordikompleks, kuhu kuulusid jõe- ja meresadam 470 alusele, jahtklubi, ellingud, töökojad, pressikeskus ja laevakujuline 632 voodikohaga olümpiaküla. Jõe vastas kaldale ehitati publikule 5000 istekohaga tribüün.

The XXII Summer Olympic Games took place in 1980 in the Soviet Union. For the first time, the Olympic Games were held in a socialist country. In addition to Moscow, competitions were held in Leningrad, Minsk, Kyiv, Motištsi in the Moscow region and Tallinn.
The Olympic sailing regatta took place in Tallinn Bay, where competitions were held in six boat classes.
However, only 23 countries participated in the regatta, due to the boycott campaign against the Olympic Games. The reason was the Soviet aggression in Afghanistan, which damaged the relations between the USA and the Soviet Union, and since the USSR did not want to withdraw its troops from Afghanistan, the USA proposed to its allies to boycott the Moscow Games. Therefore, empires such as Japan, West Germany and the USA stayed at home in protest.
More than half a hundred buildings and facilities in Tallinn were built for the Olympic Games. Among them are the airport, the TV tower, the Post Office, the 28-story Olympic Hotel and today's City Hall. Buildings along the Narva road heading towards Pirita with Tallinn University, Mööblimaja and Mustamäe Hospital. Several residential blocks in the old town got a new look, and the road from Tallinn to Narva was partly built as a four-lane road.
A sports complex was designed on a land area of 193,000 m⊃2; located in Pirita, which included a river and sea port for 470 boats, a yacht club, boat ramps, workshops, a press center and a ship-shaped Olympic village with 632 beds. A grandstand with 5,000 seats was built for the audience on the opposite bank of the river
