Santa wants to visit towns with Christmasy names, like "North Pole" or "Christmas". According to the Arizona Republic:
Eight towns in America are named for Christmas. There is a Christmas, Fla.; a North Pole, Alaska (EDIT Idaho, New York, and Oklahoma also have towns named North Pole); and a Noel, MO. Georgia and Indiana each has a Santa Claus. Indiana and Pennsylvania have Bethlehems. Wisconsin claims Rudolph.
I found him in the bargain bin at Ben Franklin, and he looked kind of sad and spooky. I figured it was because he was in Napa instead of the North Pole. Since there are no caches up there, I figured the next best thing was to send him to places that would remind him of home!
