Saw it today in the necropolis at Britannia Manor. Wasn't sure of its mission, so didn't take it.

I am so sorry I didn't know about this bug a couple weeks ago. I have a trackable TB3Q5QG that has the exact same quest (and I thought I was being original.) I could have helped this guy hit the capitol buildings in OK, KS, MO, IL, IN, KY, TN and AR.

Maybe next time... :-)
