Excellent news!!! I found it in the Germantown TB Jail (Police station) which is a multi puzzle cache that can only be done during business hours. The last cacher must have failed to register the drop.

So I immediately RESCUED YOUR COOL RED BIRD FROM THIS TRACKABLE HELL!

I'll move it along shortly and get it back into action! :)
