This little guy could definitely outrun David H on the beach in Bay Watch. It's pipes probably sound better too--just not certain where they could put any "victims."

This isn't an ocean beach, but is the best I could do at the moment. A cool spot on the Rogue River in Oregon. I just missed a photo of 2 tour boats speeding by, but if you look close on the other shore just to the left of the buggy, you can see a family enjoying the water with a yellow inflatable boat. Lots of folks out n the water on this very hot Sat afternoon.
