This is a Yucca (Yucca harrimaniae) bug. Sometimes this bug is found weaving cordage for survival snares from the sharp leaves of its home -- the Yucca plant.

This bug had to be "lean and mean" in order to fit into the small urban caches in London. There are so many muggles wandering around Big Ben and Westminster Abbey that caches in the area tend to be quite small (and very well hidden). Attaching a teddy bear or toy car to this thin metal tracking tag would have meant no London stop over... ;-)
