Travel to places connected to the 9/11 victims. It could be birth place, last residence, or any other kind of special connection to a place. Upload his or her picture, maybe even add a little story or anecdote about this person. The following sites may help to do research:

www.911memorial.org - Try to choose the closest cache possible to the relevant place. Thus, just any cache in New York city would be too vague for a person who was born in New York City. Be more specific and closer to the relevant spot! (at least borough, better yet: close to relevant street).
