This is "The Dutch Mona Lisa" or "Girl With The Pearl" 1665-1667, one Johannes Vermeer's most beautiful and beloved painting.
America writer Tracy Chevalier wrote a book about this painting named "Girl with a Pearl Earring", They made a film in 2003 by the same name.
Until 2012 you could admire it in The Hague (netherlands), but because of the renovation between 2012 and 2014 of the museum "Het Mauritshuis" it wil travel to Japan and the United States.
