Saw this fella in the Twilight Zone puzzle cache!

Although no current NASCAR tracks in the state, Washington did host a portion of the 1957 NASCAR Grand National (now the Sprint Cup Series) at Bremerton Raceway. Thanks, Wikipedia, for that tidbit of info!
