Just a heads up that this TB is still good & not lost. My friend "needcachenow?" had archived his cache "NO FREE PARKING TOW AWAY ZONE!" when he moved a few years ago and had not noticed the TB inside it. He will be moving again, but to Germany and is taking the cache with him and will be placing it there once he is settled in. He apologizes for not noticing it sooner, but he has not been very active in Geocaching lately.
