We have reason to believe this Travel Bug is travelling under the name of Mark Smith. His real name is uncertain.

Officially he has no criminal record. However he is believed to be linked with anarchical groups and to be involved in plots to undermine the government of whichever country he is resident in at the time. He has been partly investigated by a number of police forces but as soon as being aware of these investigations has moved away from the relevant area.

We believe his modus operandi is to seek to make a strong link with like-minded anarchists. However the nature of his mission appears to entail a slow and careful approach. If he does not meet the kind of receptiveness he wishes, he merely moves on to another site.

It is therefore possible to undermine his activities by preventing him from staying in one place too long and thus preventing him from establishing suitable relationships. The recommended approach is therefore to deem him to be "persona non gratis" in whichever county or region he has been tracked down and identified. Whilst he cannot be officially arrested and charged, this approach may be effective in undermining his activities and inducing him to move on. So far he has not challenged the legality of this approach. This fact alone strongly supports the suggestion that his intentions are not honourable or legal.

It should also be assumed that any Travel Bug with whom he spends any significant period of time in a geocache has been tainted by his ideology and may one day form part of an anarchical network.

Therefore:

Please do not place him in a cache in a county or region in which he already been deemed to be "Persona Non Gratis".
Please not put him into the company of a travel bug who is already on the "suspect list" (see below).

At present it is not thought necessary to drive him overseas (or underground). If, however, it is felt that the risk he poses increases - particularly if he is allowed to remain too long in one place - then you may be asked to expedite his expulsion. Please comply with such a request as soon as possible.

Adequate photographs of him are in very short supply. More examples would be welcome if downloaded to this site.

    The Chief gave me a week to find something to hold him, but mr. Smith didn't give me anything during interrogation. So I had to escort him out of The Netherlands. On our way to the border mr. Smith "asked" me to leave him somewhere else. And when "asked" like he did, I couldn't resist. So I brought him to this place where he'll be safe for a while.

    Found him! He was hiding in a cache deep in the forest. I tried to make an official arrest, but we couldn't find any legal grounds to keep him in custody. The chief of the Dutch Customs ordered to escort him out of the country. Soon he will be kicked across the border to Belgium.
