To move from cache to cache, but not just any caches...
Captain Usopp will start his journey far from the water and your first goal geocachers will be to help him reach the sea as soon as possible (staying in any cache close to the sea is correct).
Then, he will have to travel the world and discover many countries for at least 10,000 km... staying always close to the sea!
After this long trip, your second objective will be to help him return to Koh Lipe in Thailand.
There, you will find many caches talking about his past adventures... [1] [2]
This is where the Captain will end his life, peacefully.
He will still be moving from cache to cache around Koh Lipe, but not anywhere else. 
Captain Usopp is the greatest pirate that the Earth has ever seen.
Be kind and cautious with him or you will have to face his fury!
Also, he really likes to be photographed, so please... don't disappoint him.
