To motivate Cachers to put out new hides. This coin will be placed in a a new cache. The FTF can take it, but it requires them to create a new hide and put this coin in it. The first to find on this new cache will then have the Duty to make a new hide.
The purpose is not to move from cache to cache as much as it is to get cachers to put out new hides. You don't have to be the FTF to take on this mission, but you will give someone the opportunity to be FTF by accepting the mission.
