This is a Civilian Marksmarkship Program (CMP) keychain. The goal is to travel from cache to cache promoting the primary goal of the CMP; “to instruct citizens of the United States in marksmanship; (and) to promote practice and safety in the use of firearms.”

I picked this up while attending the M1 AMC class this year (2014).
