I picked up this unactivated TB at an event called 'Palacerigg Country Park Introduction to Geocaching', organised by Quindao and the Rangers. Palacerigg's animal collection is unique in Central Scotland and provides an opportunity to see many rare breeds as well as other farm animals. I guess that it was intended to be picked up by the FTFer of a new cache published for the event. I didn't get FTF, but I picked up this TB, not realising that it wasn't activated.
