Shackles usual bind up things - this "Brass Shackle" wants to spread goodwill by visiting other lands!

Shackles are usually links in a chain cable, which are fitted with a movable bolt so that the chain can be separated. In sailing they are also used to attach blocks to spars. If this doesn't make sense, you may be a landlubber!
