This Cache Cop is trying to catch the dreaded Cache Crook (TB19000). You will have to decide whether you want to help the Cop or the Crook. If you wish to help the Cop, take him closer to the Crook or right to him if you want. If you want to help the Crook, move the Cop further away from the Crook.
If you are responsible for helping the Cop catch the Crook, please post a picture of them together and what cache you put them in. Feel free to post any other pictures of the TB near places relating to his profession (ie. Police stations, jails, courthouses, etc.) Thanks!
