For Geocachers not familar with the window cling trackable, this should assiit you:

When you see a Geocaching trackable window cling, you can look up its unique tracking code online and log that you have discovered it. These clings are permanently attached to a vehicle and are not meant to be moved. 

How to log a trackable window cling

1. Locate the tracking code. A window cling trackable will have a unique code of letters and numbers printed on it.
2. Go to the trackables page on the Geocaching website (geocaching.com/track) or use the Geocaching app.
3. Enter the tracking code into the search field. This will bring up the trackable's page, where you can read its goal, view its travel history, and see its icon.
4. Log your discovery. Once on the trackable's page, choose the "Discover It" log type. You can add a brief note about where and when you saw the vehicle and optionally upload a photo (just be sure not to include the tracking code in the photo). 

What a trackable window cling is -

Unlike trackables found in geocache containers, these window clings are not meant to be retrieved and moved. They are typically owned by a geocacher who has placed the cling on their car, turning their vehicle into a mobile trackable. Logging a "discover" adds to the trackable's mileage and mission without you having to take any physical action.
