Fukuyama is the second largest city in the Hiroshima prefecture. It was founded as a castle town in 1619 by Mizuno Katsunari. As an industrial city in 1945, it took much of the blast form the atomic bomb dropped on the adjacent Hiroshima. Fukuyama is designated a core city of Japan.
Several sources suggest the flags shows the city symbol of a rose on a yellow field. This writer cannot make the interesting black shape into even a stylized rose. Perhaps it is a glyph of the Japanese word for the flower.
