Doctor No (not to be confused with the woody Dr Noah) is not at the above co-ordinates. As well as being the one-eyed head of the criminal organization B.L.A.C.K., he also operates a legitimate business harvesting and exporting guano, so is interested in all things fowl. To find him you will need to work out the 6-digit numeric pass-code to the electronic lock at the entrance to his hide-out - see below. BD Eye will then tell you how to reach him.
The inspiration for the lock came from the name of Doctor No's great-great-great-grandfather which he shares with the doctor from T.W.I.N.E. and the child of a devil in this series.
