Major Ursa was the Head of Q Branch in 1838 and, in later life, in fact exactly 50 years later, was painted by the one-eared Vincent Van Gogh in Arles on the banks of the Rhone. He was an expert cartographer and provided TS with the map that he used for Clue 5. He also hid a stash of gadgets close to Hackberry Hill to support TS on his mission and gave him the painting hanging below as a pointer to its location.
