The cache is very easy to get to, but stealth is a real factor here, and accounts for at least one of the D stars. On one side of the cache is one of the busiest streets in Brampton, and on the other side is an exposed neighborhood. Wait for your chance to retrieve the cache.
FTF gets a certificate emailed to them that in part says:
