War Zone Traditional Cache

Rock Rabbit: This cache was brought to my attention for being located in an off-limit area. I see it is located in the McNary National Wildlife Refuge. Like the National Park Service, the US Fish & Wildlife Service has issued a blanket ban on all caches in National Wildlife Refuges. Sorry, but I have to archive this cache.
