Unfortunately, the parking lot at the Flats isn't free; thankfully
it doesn't cost much. You can access this, and other caches, for
free if you park southwest of the intersection of East River Road
and Franklin Avenue. If you choose the free option, you'll be
walking a healthy 30 minutes to reach the cache. You can also
access this cache from the longer set of stairs that descend into
the River Flats from the Hospital (but you'll have to pay the
meters).
The Mississippi River's East Bank is a very lovely place to sit on
a lunch break. Beware of the goose poop on the way to this
cache.
