In 1983, the City of Tallahassee received a Florida Recreation Development Assistance Program Grant to develop the site as a passive park, with picnic shelters and grills, a comfort station and pavilion, and a boardwalk with observation decks along the eastern side of the l0 acre Lake Esther. The lake has been named for Esther Collins Terrell, widow of the late Florida Chief Justice Glenn Terrell.

Nature trails and a Game field Fitness Trail meander through the entire length of the canopied park. A bicycle path provides for transportation access and leisure riding. The park is located in the vicinity of San Luis de Talimali, one of the most significant missions on the Spanish Trail. During construction of the park, archaeologists on the north side of Lake Esther discovered an outlying home site associated with the San Luis Mission. San Luis Mission Park adjoins the San Luis Archaeological and Historical Site. The Spanish Fort, Mission and Indian Village immediately to the south, with its commanding view, occupies one of the highest elevations in Apalachee, an Indian Province, between the Aucilla and Ochlockonee Rivers. Spaniards arrived in 1656 to establish a mission they called San Luis de Talimali. By 1675, San Luis had a population of at least 1,400 persons, mostly Indian. A fort was built in 1696. This was the largest of more than fourteen missions and villages in Apalachee. In 1704, Governor James Moore of South Carolina led a few British militia and a thousand Creek Indians into Apalachee, burning all but two of the missions. The inhabitants of San Luis burned and abandoned their own town. Many Indians escaped to St. Augustine and Mobile, but a few thousand were taken to South Carolina. Apalachee was deserted and depopulated for decades.

In the early 1800's a plantation was established here which by 1860 included 816 acres and 50 slaves. In the late 1800's Emile Dubois operated a winery at San Luis.
