From the Official Foster City Website (with spelling corrections

Foster City is a planned community. Planned cities are wholly
conceived from the outset, with an organized development plan (as
opposed to haphazard development in segments through time).
Expanded use of planned communities was an outgrowth of post World
War II Great Britain, when urban destruction resulting from bombing
during he war left Britains facing the daunting challenge of
rebuilding their cities. At that time, the choice was made to
rebuild according to a plan, rather than as the cities had been
originally developed and built.
The success of the "new city" concept resulted in its gaining
popularity in the United States. Two of the original planned
communities were in Reston, Virginia, and Columbia, Maryland. In
California, Foster City was soon followed by Irvine. By 1973 there
were over 50 planned cities in the United States and others around
the world.
Part of the Foster City plan was that the city was divided into
distinct neighborhoods each with its own theme. They even had
themes planned for the neighborhoods that weren't being built yet.
Although some of the recent developments no longer take the themes
in consideration, all the original development and most of those
through the late 80s did. When I was growing up, we all knew the
themes and what neighborhood they belonged to. You could meet
someone at school and they would tell you either their street or
neighborhood and you would know approximately where they lived.
Nowadays, the neighborhoods aren't stressed all that much and new
people moving in don't know them. But the other day I was getting a
prescription filled in San Bruno and the pharmacist (who I learned
had lived in Foster City from its start) looked at my address and
said "So you must live in ..." It really made me smile. So I
decided to put a cache out to commemorate a forgotten past. There
are references out on the internet for this or you could find a
long time Foster City resident and ask them.

There is no need to visit any of these streets to solve the puzzle.
The listed coordinates are an interesting bit of Foster City
history. This house was the original sales office for Foster City.
It is distinctive for the glass doors on the side of the garage
facing Hillsdale Boulevard, the garage at that time being the
actual office. You can see them as you drive by. It is now a
private residence that has changed hands many times, but the doors
remain.
I had wanted this to be a larger cache but the local groundskeepers
are too thorough. So it will have to be a micro that requires
stealth. You should be able to figure out the hide location as you
walk up. There is no cover for you and the location can be muggle
central at certain times. Please take care when replacing that it
cannot be seen but is also not out of reach.
While the area is wheelchair accessible, the cache is out of reach
from a seated position.
