This was originally a 2-stage puzzle/multi-cache. Stage 1 was a decoder, located at the library entrance. Unfortunately, it's been removed, so you must use your own decoder tool. You probably have at least one in your home and may even carry one in your pocket, on your belt or in your purse.
The cache is located in a park where many different sporting events take place. During those events, there are often debates about some of the calls.This cache will let you make the call. Use your decoding tool to decode the following information, which will lead you to the cache (less than 1/2 mile from the posted coords).
