PROJECT TURNAROUND, established in 1997 was Ontario's first privately operated, secure custody facility for high-risk male young offenders between the ages of 16 and 18.
This highly structured boot camp delivered a very strict discipline type program comprised of a 16-hour daily schedule. This camps mandate was to create a constructive learning environment that emphasized respect, accountability, skill building and educational/vocational programming to individuals who were deemed most likely to re-offend.
Reports suggest this “boot camp philosophy” was working as the recidivism rates declined.
Unfortunately, a mould outbreak occurred in several of its buildings in February of 2003 and forced the 'temporary' closure and removal of the guests from the facility. With a new government in place, and the contract with the private operator (worth about $2.5 million a year), expiring January 31, 2004 the camp closed up shop.
It is interesting to note that before this boot camp was established, another correctional facility existed. Between 1956 and 1994, the Ontario government operated a minimum-security forestry camp by the name of Camp Hillsdale. This work camp housed approximately 30 adult offenders and served as an agricultural camp/farm that grew crops and vegetables for other facilities.
