FamilieRyan's first Puzzle Cache

THE CACHE IS NOT LOCATED AT THE COORDINATES ABOVE

FamilieRyan lived in Dusseldorf, Germany for a few years and recently had the opportunity to visit our old neighborhood and city. Of course, we also managed to do some caching as well!

One of our favorite places in Europe is the Dusseldorf Altstadt. It is a great part of the city located along the Rhein river with hundreds of restaurants and bars. We spent many a weekend strolling along the Rhein and enjoying the Altstadt area.

We decided to use one of our Dusseldorf pictures as the premise for our first puzzle. The picture below was taken in the Dusseldorf Altstadt and is one of the famous landmarks there. Your task is to find the value of the 5 numbers (marked A, B, C, D, E) that hang underneath the clock and determine the hours for which the clock doors open and the person inside emerges. You may want to read the legend of the character once you have solved the puzzle.

Once you have the appropriate numbers from the picture, use the formulas below the picture to determine the missing coordinates. The cache is of the magnetic variety and is stealthily hidden.
