There seems like plans to finally build a lot here, but who knows when?

Using the manager's number, figure out where the cache is hiden. Replace the numbers after the north period with 1st 3rd and 6th-1. Replace the numbers after the west period with the 4th 9th+2 and 5th-1. The cashe is nearby.
