This cache is within the Sherando Lake Recreation Area of the George Washington National Forest. Sherando Lake has an entrance fee year round and is offically closed from October through April. It is sometimes still accessible during that time using a self-pay option. If you are good for a long hike, you can also access this cache fee-free year round using the Torry Ridge Trail. The "Overlook Rock" on the east side of Sherando Lake is much more accessible than the one on the west side. It's a nice rock, but not much of an overlook now that trees have grown up large between the rock and the lake.
Use the Cliff Trail (marked by Yellow Diamonds) starting from either the dam end or beach end of the lake. Overlook Rock is about 0.25 mile from either end. It's an easy trail to follow and mercifully free of leaves compared to the west side trails (at least in February). Both the cache and the overlook (waypoint given below) are close to the trail.
The cache is a smallish Lock & Lock on the uphill side of the trail near the rock. This is a fairly popular trail, and containers in previous spots have disappeared, so this one is just a bit farther from the beaten path! See the spoiler image for a hint.
