Level terrain, easy access.
Should be quick (10 minute?) find. Out in open, watch out for people/vehicular activity in area. Early morning hours would probably work out better for stealth purposes. Parking is nearby (you might want to park further away and stroll to cache location rather than park right next to it -- walkers are typical here and would draw less attention).
Cache is placed with permission.
Oh, yeah -- bring tweezers... (it's one of those...)
