The real coordinates can be found using Google Earth (or Google Maps) and the pictures available with the Street View capability. Zoom in quite close to the coordinates given then turn on Street View. Select the yellow fellow 
and place him at the coordinates and look in the direction specified.

D = the second digit in the number of feet in height of the overpass looking SE from ( N 32 45.137 W 97 18.919 )
E = middle digit in the route number 1/2 mile to the north of ( N 32 44.174 W 97 19.222 )
If you look just west of south at ( N 32 42.841 W 97 26.714 ) you see something very recognizable. If you see a yellow school bus, F = 3. If you see a red and white target, F = 9. If you see School Zone speed limit sign, F = 7.
