Speaking of vodka: When Dmitri Mendeleev was with the Bureau of Weights and Measures for imperial Russia he set the standards for vodka. A law was enacted that vodka be at least 40% alcohol. However, he is more famous for something else.

The cache should be a fairly easy find after you figure out the coordinates. I intend for breaking the code to be the fun part and finding the cache to be a secondary goal. You do not need to use the term "park and grab" or any variation of such when you log this.
