This is a cryptogrpahic challenge cache. What's the cipher? May be the following story will help to solve the puzzle, or maybe it won't. You never can tell with spy-masters. The co-ordinates refer to the point where the following tale unfolded:
Isn't it strange how time flies? It was nearly 40 years now, since I stood on this very spot, looking out towards Frenchay Hospital. Back then I was odd-bins duty officer for Peter Guillam and his scalp-hunters. Here we stood, the two of us, on the hill above Hanbrook waiting for the final act in a drama that had seen us chasing a group of spies from one end of the UK to the other. Sadly I can't tell you what they had attempted to do only that the Nihilists had been pretty keen to sneak a peak inside a certain aircraft company.
To be honest, they weren't being all that subtle about getting in, which was how we were able to roll up the entire group. We caught most of them attempting to go over the fence near Catbrain, and the ring leaders we ran to ground as they attempted to get out of bristol. We intercepted their car as it was approaching junction 1 of the M32. What didn't go according to plan was when Canada Bill let one of them escape across the carriage way and into the scrub below us.
By the time he caught up with her; one Elana Ostrakova, nominal second secretary with the Russian Trade Delegation and leader of the band of spies - she'd hidden most of the evidence and refused point blank to tell us where she'd stashed it. About the only clue we found was a long string of numbers. We of course handed it straight to the cipher-section, but I can't remember if they every made anything of it.
What I do remember is the dressing down, Mr Guillam gave us that day in Bristol. “Moscow Rules, always remember we are playing by Moscow Rules.”? He stormed “Never forget Moscow Rules. Even that old reprobate Vladimyr never forgot to play by Moscow Rules.”
