Chuo Bohatei, or Central Breakwater is consist of a number of landfills. The main purpose is to dispose a massive amount of waste produced at Tokyo Metropolitan.
This breakwater is located at center of a road between Odaiba and Haneda Airport, so from there you can see many trucks and planes flying overhead.
The cache is located at southern 'outer' breakwater.
To access this cache, you need to ride a bus or drive a car. You can ride the bus from Tokyo Teleport Station, but the bus is not operated at Sunday.
