This is 1 of 4 Jimmy Buffett Caches.
I got the idea from The Box Set which I have and quite enjoy.

Inside the Cache you will find a stick with 2 of the coordinates to Buffett Bench [GC204Z2] to find the rest of the Coords the other 3 Caches [GC202XH, GC202ZM, GC2041A] must be found.

James William "Jimmy" Buffett (born December 25, 1946 in Pascagoula, Mississippi) is a singer, songwriter, author, businessman, and recently a movie producer best known for his "island escapism" lifestyle and music including hits such as "Margaritaville" (No. 234 on RIAA's list of "Songs of the Century"), and "Come Monday". He has a devoted base of fans known as "Parrotheads". His band is called the Coral Reefer Band.
Once you solve the puzzle you will be walking down a long path just south of the parking area. The start of the path trail is at the end of the guard rail. The path will take you to a rocky Beach where there are views of Tsawwassen Ferry Terminal and Roberts Bank.
Parking is at the above Coordinates the Cache is located at.

IMPORTANT THE CACHE IS NOW 50 METRES SOUTH OF ORIGINAL FINAL.

Best to go here at low tide but I think you could still get to Cache at high tide.
