A beautiful view of the lake and the city can be seen from this point, which is the furthest north you can walk on the lakefront path.
This is an easy scenic walk along the lake front to the end of the path, where a sign declares "End of path, pedestrians, take steps at right to beach and pier."
By all means take the steps to the right, walk to the end of the pier and you will see a wonderful view of the City skyline. You will however not find the treasure, for this you must head left at the sign.
The container is hidden at the exact coordinates, and is a green metallic tin with some red writing on it, once a container of Chronos. There is plenty of room for treasure and TBs!
Watch out for the muggles, and please conceal the container well after the find.
