You will not find anything at these coordinates.
BUT(and that's a pretty big BUT) You will need to find a sign with some
rules at N39° 39.102 W084° 08.906 in the park itself.
You WILL follow the rules!

As previously stated, Stage 1 is at the above listed coordinates in Village South Park.
You will NOT find a container at those coordinates.
You WILL find a sign with a bunch of rules with certain things that are "PROHIBITED" at the location.
You WILL use those rules to figure out the coordinates for the cache location.
You WILL respect their authoritah!!!
