The Container is not at the coordinates listed. In order to
determine the Cache location you must decode the Semaphore.
I kinda got the idea about this cache as I was hearing about the
Signaling Merit Badge being opened up again for this year only in
celebration of the 100 years of Scouting.
In order to determine the location of the cache, open up the
Image CacheLocation and decode the message.
