I finally had some time today to research the old geocaching guidelines dating back almost to the beginning. Generally, when a cache is published, the guidelines in effect at that time are the standard that the particular cache must uphold, even if more recent updates to the guidelines would prevent that cache from being published with the new standards in place.
I see that your Vegas cache was published in March of 2010. I was able to go back as far as March of 2003 in the early editions of the guidelines and found the same text from 2003 on:

... Caches that are buried - If a shovel/trowel/pointy object is used to dig - in order to hide or find a cache - it's not appropriate.[/quote]
Based on that -- your cache published at least seven years after the "no buried caches" guideline was published -- I'm afraid I will need to archive your cache, as it was not in compliance with this important guideline at the time the cache was published.
Please remove your cache container and fill in the hole that was created to conceal your cache. If you would like to resubmit a new cache at the same location which does comply with the current edition of the guidelines http://www.geocaching.com/about/guidelines.aspx please feel free to do so.
